The European Defence Fund (EDF) calls for proposals for 2026 provide €1 billion in total funding to support collaborative Research and Development in defence across the European Union.
The 2026 Work Programme focuses on developing tomorrow’s defence capabilities, strengthening the European defence industry across key capability areas, including:
- Energy Resilience and Environmental Transition
- Multiple Rocket Launcher Systems
- Future Main Battle Tank Platform Systems
- Enhanced Medium-Size Semi-Autonomous Surface Vessels
- Next-generation Air Combat technologies, including air-to-air refuelling and self-protection systems
- Air and Missile Defence
- AI-based technologies and robotic swarms
- Underwater Warfare
- Simulation and Training, Materials and Components
The European Defence Fund is the European Commission’s instrument to support collaborative R&D in defence, implemented through annual Work Programmes. The sixth EDF Work Programme (2026) is particularly ambitious, unlocking significant opportunities for industry, research organisations and innovation ecosystems throughout the EU.
Structure and Scope of the EDF Work Programme 2026
The EDF Work Programme 2026 addresses 31 topics in total, organised around:
- 7 thematic calls,
- 3 non-thematic calls,
- 1 dedicated action focusing on threats from hypersonic glide vehicles,
- 2 actions in support of the EU Alliance for Defence Medical Countermeasures.
Overall, 10 calls for proposals are foreseen, covering the full defence R&D spectrum — from research actions to development actions targeting advanced and mature technologies EDF WP 2026 factsheet v3_1.
Key Funding Priority Areas
EDF 2026 allocates substantial budgets to critical capability domains:
- Air & Missile Defence: €168 million for countering hypersonic glide vehicles and high-end endo-atmospheric interception capabilities.
- Ground Combat: €150 million for multiple rocket launcher systems and future main battle tank platform systems.
- Naval Combat: €90 million for enhanced medium-size semi-autonomous surface vessels.
- Air Combat: €69 million for autonomous and automatic air-to-air refuelling, self-protection systems and smart technologies for next-generation fighter systems.
- Digital Transformation: €70 million for AI-based tactical situational awareness using swarms of robots and drones, and military multi-domain operations cloud services.
- Space: €50 million for the integration of Galileo PRS receivers into weapon systems and NAVWAR operational centres in military command and control.
- Underwater Warfare, Simulation and Training, Materials and Components, as well as Energy Resilience and Environmental Transition, with targeted budgets ranging from €16 million to €50 million per category.
Strong Focus on Disruptive Innovation and SMEs – The Role of EUDIS
The 2026 Work Programme places strong emphasis on disruptive technologies and SME participation. Nearly €60 million is allocated to actions targeting disruptive technologies, while over €60 million supports non-thematic calls for proposals focused on SMEs and research organisations.
The EU Defence Innovation Scheme (EUDIS) further strengthens the defence innovation ecosystem through:
- Technological challenges (including AI-based tactical situational awareness),
- Spin-in actions enabling the adaptation of civilian technologies to defence requirements,
- EUDIS Defence Hackathons, business acceleration and matchmaking services,
- Dedicated financial instruments under InvestEU for SMEs and mid-caps EDF WP 2026 factsheet v3_1.
Strategic Opportunities for Industry and Research Organisations
EDF 2026 provides a highly attractive framework for:
- Cross-border collaboration between defence industry and research actors,
- Technology development aligned with concrete operational needs,
- Market entry of innovative SMEs and new players into the European defence value chain.
For organisations with a strong R&D footprint, the EDF Work Programme 2026 represents a strategic positioning opportunity within Europe’s future defence capability landscape.
